Peohe's in Coronado has an excellent view. This restaurant has steak dishes though I've only tried and can recommend their seafood dishes.
Bali Hai in Shelter Island has a great view of SD bay though their food and decor is more polynesian. Good luck!
oh gosh i can't remember the name since i haven't been there in a long time, but there is this absolutely extravagant restaurant in Coronado that serves very good food including many steaks and seafood, and there are many tables that sit beside a huge window that overlooks the water. it is the fanciest restaurant i've ever been to, it's so beautiful! i don't know the name at all though, but maybe you can search on the internet or something for restaurants in Coronado.What is the best restaurant in San Diego with an ocean view?
Try Jakes or Posiden in Del Mar. Right on the beach.

Poseidon in Del Mar, Bali Hai in Point Loma (Shelter Island) has amazing views of the bay, any La Jolla Restaurant next to the ocean, the Hotel Del Coronado has a fine dinning restaurant with beautiful ocean views also
May be a little bit of a hike for you but Vigilucci's is high class Italian and right off the PCH. Fantastic view! I took my last interviewee there and we had a great time.
