How about Dick's Last Resort downtown. The foods pretty good, the atmosphere is outrageously fun. Not so expensive either...
But, if you want cheap-I like El Indio mexican restaurant, sort by the Airport. They make their own tortillas, the food is frsh and phenomenal, and since you order at the counter-you don't need to tip.

well it all depends on what kind of food... what time of day and what kind of atmosphere but over all hillcrest has great restaurant yet soooo cheap!
any mexican place will be both genorus with food and price about $10.
