What is a good restaurant for a large group in south San Diego?

I am looking to have a big dinner party for a group of friends before I go to the Coast Guard Academy. I want to have it at a restaurant in southern San Diego, preferably in downtown or by the beach. "Under $200" is pretty limiting for at least 20 people. That's less than $10/person for dinner, beverages and tip. Pizza joint maybe, but even that is pushing it.
