Ocean Beach is a more funky, hippyish, free spririt, tatoo, biker type crowd. It has a more counter culture atmosphere to it than PB.
Pacific Beach is more of a young college or post college young professional type crowd. More yuppies and and college kids and more mainstream type of atmosphere. It's more whitebread than OB. It's definately more of a party atmosphere than OB.
I think PB is more fun and vibrant than OB. More bars, clubs, restaurants, and attractions overall. It's one of SD's main tourists spots and a popular place for locals as well. OB has a good bar scene too but definately not the club scene that PB has. People go to PB if they want to go dancing and not really OB.
OB's beach is kind of small and not the nicest in my opinion. Seems to be more vagrants and homeless than PB, but that is probably b/c it's smaller and they are just more visible. PB has a better beach scene and the beach is more scenic, at least north of Crystal Pier as you get closer to La Jolla. And being in PB you are close to La Jolla which have some of the best beaches in SD, like Windansea, Marine St, and LJ Shores.
Both OB and PB have somewhat bad reputations for quality of life. OB being kind of grimey and lots of drugs in the area, but not really a violent place although stuff does go down there occasionally. PB defiantely has a repuation for alcohol related crimes like fights, vandalism, ect... But it's SD, which is a really safe city for it's size and crime is not that bad overall. I think in PB there are nicers areas compared to OB, especially as you get closer to La Jolla. North PB you can live in a quiet area near the beach and shops and still be close to all the craziness of Garnett Ave.
I prefer PB, which is where I live. OB is just a little too hippy and grimey for me, just not my style as much. Everything is pretty close and easy to get to here, either on foot or bike. Better, wider, and cleaner beaches and I just like the vibe and atmoshpere more so, but of course that is personal preference. Sav is totally right! However I prefer OB for the reason that PB is full of young college bros, and the bars down there keep getting worse as far as the crowd is concerned. OB is more chilled out and there are certain areas that are nicer than others. But for the most part OB has a better crowd.
