I'd pick Sadaf hands down. The ambiance on the weekends is nice (I know they have belly dancing and a DJ after 11 or so?) and busy or not, the waiters have always been attentive. Personally, Bandar's food has never impressed me, I have always felt they are a little overpriced. Sadaf has always tasted fresher and the koobideh is way juicer.
However, getting a reservation (at Sadaf) is always a little tricky on the weekends because of their entertainment, I think if a member of the party doesn't order an entree (and you sit down around the time entertainment begins) there is a cover. I don't think there is a private room or anything but there is a full bar which always makes things a little more fun... Call and ask! Or if it's a better party, walk in to Sadaf and see how you like the space. Bandar or Sadaf Restaurant San Diego?
SADAF!!! Ask for Omid to serve you. He is such a kind, responsible, and patient server. The feel of sadaf is somewhat private but you must attend before 8pm seeing that they turn into a niteclub with loud middle eastern music. Overall its better than bandar.
