We are spending a night or so around San Diego (Del Mar, San Marcos) -- probably treating my cousin and her family to dinner. I'm looking for a restaurant with a "California-y" feel, something on the water or with an otherwise great view.
We don't want to spend a lot of money -- maybe $20 or so per person -- perhaps a bit higher. Nothing fancy -- just good food and atmosphere.

Im not familiar with the Del Mar area,
But if you are in to Sushi. Google Shogun in Clairemont mesa. its a awsome japanese restaurant where the chef cooks in fornt of you. its maybe around $30/per person

Personally i would just say go to Little Italy in downtown and tour the street there for ANY of the restaurants. or better yet try Old Town
