Here's my favorite choice in your price range: Kemo Sabe, up in Hillcrest. Southwestern eclectic. Here is their menu. Most entrees a little less than $20.

You'll definitely need a reservation, though, and I'd suggest you make it right away, because it is a popular place.
If they are already booked, then I'd actually recommend the Hilton Resort on Mission Bay. A beautiful resort hotel, with a fantastic chef. The entrees are about the same price, and very good. A couple of years ago, I made a reservation there with only about 4 days' notice.

Go to the Hotel Coronado, or try the Italian section, Hennessys, great Irish place. Happy Days.
